This would should up as `$$(HOSTCPPFLAGS)` in the host CFLAGS.

And then it would complain with:

/bin/sh: 1: HOSTCPPFLAGS: not found
```
Also, HOSTCPPFLAGS does not exist.
The correct var is HOST_CPPFLAGS.
