flashmap and image generation: reduced union bcm_tag to a single struct combining the elements so that it is no longer necessary to create an openwrt-only tagid and tagcrc, and elimate the tagid detection and switch statements which made dealing with imagetags overly complicated, especially since the logic would need analogs in all code that touched the imagetag. Patch from cshore.

When CONFIG_PACKAGE_RT2X00_DEBUG is selected we should compile rt2x00 with
the CONFIG_RT2X00_DEBUG flag set to enable debug output.

Some dependencies that are depending on target are not added into the Depends line in the control file of the package. For example +!(TARGET_brcm47xx||TARGET_brcm63xx):kmod-ssb does not result in kmod-ssb for the x86 target or any other target.
This fixes #6874
