hotplug-dispatch: fix missing header include
Flag AT_SYMLINK_NOFOLLOW is defined in header fcntl.h which needs to be
included to not break the build with glibc.
Fixes: c4e9859 ("hotplug-dispatch: use stat if d_type is DT_UNKNOWN")
