base-files: remove /etc/sysctl.d/ from conffiles

Let's use /etc/sysctl.d for package-provided snippets and leave
/etc/sysctl.conf to the admin. Don't backup /etc/sysctl.d on upgrades, so
old defaults get replaced properly.
