python packages: move all things python under lang/python

I admit this may be be a bit aggressive, but the lang folder is getting cluttered/filled up with Python, PHP, Perl, Ruby, etc. packages. Makes sense to try to group them into per-lang folders. I took the Pythons. Signed-off-by: Alexandru Ardelean

After commit a4b0c0a9fb4a767f1e7fe344423f77ef1f10d991 python host does not install/have the built-in setuptools package. So, for python-dns, we need to add it explicitly (since it's required). Signed-off-by: Alexandru Ardelean
