/dev/dri/card* is 0600 root:root unless video-support is installed to
allocate the video group and ship the hotplug rule that puts the nodes
into it, so anything talking to DRM needs that package present.

libdrm is where that is worth saying once. The dependency is a plain
one, and package-metadata.pl re-emits a selected package's own
conditions onto whatever selects it, so every consumer inherits the
requirement and none of them has to repeat it. That reaches the mesa
providers here and, through them, the video feed.

Bump from 2.4.123 to current upstream stable. Required by recent
Mesa, weston, wlroots and other graphics-stack consumers
(wlroots 0.20+ explicitly requires libdrm >= 2.4.129).

drm_intel should depend on i386||i686 (x86 doesn't exist).
drm_etnaviv is available on RISC-V as well.

Instead of build-time configuration just build sub-packages, so
users can select what ever is needed on their hardware and we also
won't need to set the package non-shared.
