libupm: make libupm a meta package

libupm depends on every libupm- package and its Python binding, and also copies all their files. Each of these files is then owned by two packages. Install nothing in libupm and only pull in the module packages. Checked the generated package metadata and Kconfig. Signed-off-by: Josef Schlehofer

libupm: enforce disabling python2
