ddns-scripts: add ionos.com dyndns provider

Adds ionos.com as predefined DDNS service. IONOS' dynamic DNS API only supports domains hosted at IONOS and uses a single fixed update URL with a generated token as password. Both ipv4 and ipv6 updates use the same endpoint, distinguished by explicitly passing the detected address via the ipv4= or ipv6= query parameter as documented by IONOS. The operator of ddnss.de announced by email on 22 September 2026 that the service ends on 31 October 2026. After that date existing DynDNS records are no longer updated. ddns-scripts: remove defunct providers

Remove the definitions of DDNS providers whose update endpoints no longer work: - system-ns.com: the domain now serves an unrelated online gambling site. Keeping the entry would send the update token to a third party. - xlhost.de: the domain has been a web hosting comparison site since 2017 and nsupdate.xlhost.de/nic/update returns 404. - domopoli.de: the host does not answer on port 80 or 443. The update URL also contains the scheme twice (http://[USERNAME]:[PASSWORD]@http://...), so it could never have worked with ddns-scripts. Add a new netcup DDNS provider using the netcup DNS api (ccp.netcup.net) with API key authentication. Configuration mapping: * username = netcup customer number * password = netcup API password * param_enc = netcup API key (generated in the CCP) * domain = fully qualified subdomain to update (e.g. home.example.de) * param_opt = (optional) root/zone domain override (e.g. example.de) When omitted the root domain is derived by stripping the leftmost label from 'domain'. This only works correctly for a single subdomain level (e.g. "home.example.de"). param_opt MUST be set explicitly in two cases: 1.
