GnuPG 1.4 is the legacy branch; its last release, 1.4.23, dates from
June 2018. gnupg2 covers its uses, and fwknop, the last package
depending on it, now uses gnupg2.
The next commit lets gnupg2 provide gnupg, so existing installations
are upgraded to it.

This fixes a segfault because gnupg/g10/options.h struct opt
is otherwise not shared between the different compilation units,
resulting in opt.homedir being NULL when passed to make_filename.
