build: add which command to build requirements

`which` utility is not shipped by default for example on recent Arch Linux and then any steps relying on its presence fails, like for example following Python3 prereq build check: $ python3 --version Python 3.9.1 $ make /bin/sh: line 1: which: command not found ... Checking 'python3'... failed. So make `which` utility host build requirement. README: mv logo.svg include/logo.{png,svg}

Some Git hoster (e.g. sr.ht) disable hosting of svg images (xml) to avoid XSS attacks. To show the logo correctly on all code hosters use a "safe" PNG image. Also move logo(s) to include/ folder to lower autocomplete churn with the `logs/` folder. While at it, replace absolute logo path and make it relative, as this may break other code hosters as well.
