When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from.  So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry.  Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.

In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.

This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents.  There's also a few places where I found we did not have a tag
and have introduced one.

Most of them are config symbols named after the respective boards which
seems to have been a standard practice at some point.

This allows us to use the same DRAM init function on all archs. Add a
dummy function for arc, which does not use DRAM init here.

At present we cannot use this function as an init sequence call without a
wrapper, since it returns the RAM size. Adjust it to set the RAM size in
global_data instead, and return 0 on success.

It looks like only cm5200 and tqm8xx use this feature, so we don't really
need it in generic code. Drop it and have the users access gd-&gt;board_type
directly.

Add architecture-specific u-boot.lds and remove all board-specific
u-boot.lds.

All the .text customization that was board-specific have been
moved inside the related include/configs, inside a
LDS_BOARD_TEXT define.

Now the types of CONFIG_SYS_{ARCH, CPU, SOC, VENDOR, BOARD, CONFIG_NAME}
are specified in arch/Kconfig.

We can delete the ones in arch and board Kconfig files.

This commit can be easily reproduced by the following command:
