SPDX: Convert all of our single license tags to Linux Kernel style

When U-Boot started using SPDX tags we were among the early adopters and there weren't a lot of other examples to borrow from. So we picked the area of the file that usually had a full license text and replaced it with an appropriate SPDX-License-Identifier: entry. Since then, the Linux Kernel has adopted SPDX tags and they place it as the very first line in a file (except where shebangs are used, then it's second line) and with slightly different comment styles than us. In part due to community overlap, in part due to better tag visibility and in part for other minor reasons, switch over to that style. This commit changes all instances where we have a single declared license in the tag as both the before and after are identical in tag contents. There's also a few places where I found we did not have a tag and have introduced one. Signed-off-by: Tom Rini

net: Move enetaddr env access code to env config instead of net config

In order that we can use eth_env_* even when CONFIG_NET isn't set, move these functions to environment code from net code. This fixes failures such as: board/ti/am335x/built-in.o: In function `board_late_init': board/ti/am335x/board.c:752: undefined reference to `eth_env_set_enetaddr' u-boot/board/ti/am335x/board.c:766: undefined reference to `eth_env_set_enetaddr' which caters for use cases such as: commit f411b5cca48f ("board: am335x: Always set eth/eth1addr environment variable") when Ethernet is required in Linux, but not U-Boot. net: cosmetic: Fix var naming net <-> eth drivers

Update the naming convention used in the network stack functions and variables that Ethernet drivers use to interact with it. This cleans up the temporary hacks that were added to this interface along with the DM support. This patch has a few remaining checkpatch.pl failures that would be out of the scope of this patch to fix (drivers that are in gross violation of checkpatch.pl). Use ARRAY_SIZE instead of having similar implementation in each drivers. The NUMELEMS defined in drivers/net/npe/include/IxOsalTypes.h is not used at all, so this patch removes it instead of converting it to use ARRAY_SIZE.
