In next version of the main package, the version of the shared
library was updated. In ssl check function a reference with specified
vesion was used. To prevent subsequent package changes, the main
package was updated to create a symlink without specifying the version,
and the call from the interface was modified to reference to symlink
without version.

If no authentification or encryption is specified, the default value is
dropped in LuCI. So in order to keep the default rmempty is set to
false, because otherwise it is not saved.

Add SHA-256, SHA-384, SHA-512, SHA-224 authentication and AES-192,
AES-256 encryption options to the SNMPv3 user configuration.
net-snmp has supported these algorithms for a while, but the LuCI
dropdown only offered SHA(-1), MD5, AES(-128) and DES. Modern security
standards (e.g. EN 18031 CCK-1) require at least 112-bit security
strength, which rules out SHA-1 (80-bit) and DES (56-bit).
The default authentication type is changed from SHA to SHA-256.
The init script already passes auth_type and privacy_type directly to
net-snmp's createUser, so no backend changes are needed.

Libopenssl is needed for using SNMP v3.
To display SNMP v3 functionality it is tested and if found
with ldd the tab SNMPv3 will be displayed and otherwise not.
This commit is needed to prevent a dependency on a specfic
snmpd variant (snmpd-ssl or snmpd).
