luci-app-upnp: drop the unused setInitAction declaration

Nothing in upnp.js calls callInitAction() - the view drives upnpd through uci and luci.upnp alone. Drop the dead rpc.declare() along with the ACL grant that came with it, which let a session holding read access to this app run any init script under /etc/init.d.
