Add a LuCI web interface for the WeeChat IRC client.

- Status page: service state and version, boot autostart toggle and
  start, stop and restart through the rc and service ubus objects, with
  read-only handling for users without write access
- IRC Servers page: grid with modal tabs for connection, identity,
  authentication (none, NickServ, SASL PLAIN, SCRAM-SHA-256 and
  SCRAM-SHA-512) and auto-join channels with optional keys
- Relay page: relay port and listen address, TLS, password, chat
  logging and a link to the hosted Glowing Bear web client. After a
  certificate is generated, a running WeeChat is restarted if the saved
  settings use it.
- rpcd ucode plugin "weechat", which runs as root. It reports the
  daemon version, enables the service by committing only option
  enabled, and checks or generates a self-signed relay certificate with
  an EC key in /etc/weechat/tls, preferring openssl over px5g. The
  bundle is installed as root:weechat 0640, so the daemon can read but
  not replace it. Certificates at other paths are left to the user.
- The forms refuse the values that the init script of the weechat
  package rejects.
- ACL limited to the weechat UCI config and the methods above
