This implements T:, R:, S: and H: parameters standardized within WiFi QR codes.

This leaves the SAE-PK related options unimplemented. A future UI will likely
handle SAE-PK options differently than in hostapd_bss_options.

Current parameters are based on:

Since the LuCI network admin module was rewritten into client side views,
there is no server side Lua processing anymore. The iwinfo routines are
utilized through the corresponding rpcd plugin.

Move some common elements to luci-base, and otherwise make three
packages out of status, system, and network. They were mostly
separated already, but there were some shared elements between
status and network that are now in luci-base.
