The sources carry four licences: the LGPL-2.1 on nearly every file,
the GPL-2.0 on plug/udevtrigger.c, the ChromiumOS BSD-3-Clause on the
seccomp helpers and the ISC on rcS.c. The ChromiumOS notices refer to
a LICENSE file and the udevtrigger notice to an accompanying copy of
the GPL, and the tree ships neither. Add COPYING with the per-file
breakdown and the full texts of the LGPL-2.1, the GPL-2.0 and the
ChromiumOS licence. It states that files without a notice fall under
the LGPL-2.1 and that the package as a whole, udevtrigger included,
is distributed under the GPL-2.0-only.
