procd runs as PID 1 on every OpenWrt device, yet the tree carries no
description of what it does. Add a README that introduces procd as an
init system, service supervisor, hotplug daemon and OCI container
runtime, lists its features, components, ubus objects and build
options, summarises the licence mix and links to the canonical
repository and the wiki.
