Subject: [PATCH] php: do not unconditionally link libatomic on riscv64
The generic libatomic probe puts -latomic into EXTRA_LIBS. This causes
libphp.so to retain a DT_NEEDED entry even when its objects have no atomic
library references. Let the target link determine the required libraries.
